American Apparel Neon Blue Nail Polish

3 coats, in person it looked a bit more opaque though I would use 4 layers next time. It does dry semi-matte. I'd wear 2 layers of base coat with this one, during removal I found that my nails were stained blue. I couldn't remove it with soap, acetone, extra scrubbing, etc. Finally I tried Orly Cutique, and it worked like a dream. I don't know why. Moral of the story: 2 coats of base coat with a neon nail polish and always keep Cutique on hand.
